The present invention relates to a seismic and damping device for a ceiling, which connects a ceiling slab and a ceiling structure spaced from the ceiling slab. The present invention comprises a damping device fixated on the ceiling slab to absorb vibration. The damping device comprises: a housing having an upper housing and a lower housing; and a damping unit having at least one elastic damping member and disposed between the upper housing and the lower housing. The elastic damping member comprises: an elastic plate disposed between the upper housing and the lower housing; and a plurality of elastic protrusions protruding from the elastic plate to elastically support the housing.
